‘The New Club of Paris’ (NCP) which is a global, impartial and neutral organization devoted to subjects of the knowledge society requests the innovation of a new generation contract’
On occasion of the conference called in by Chancellor Angela Merkel to Berlin on July 3rd on the subject of youth unemployment in Europe this international ‘Think Club’ raises his concerns. The club has launched a project called ‘Re-Energizing Europe’ a year ago subject of which are the employment chances of the young generation. The Club thinks that the subject was and is so urgent, that the conference and its subsequent actions are coming much too late.
The New Club of Paris is convinced, that the so far valid ‘generation contract’ has been inversed considering the fact, that more and more elder have to finance the younger wih increasingly no income. The Club claims, that a new generation contract must be found.
The European cohorts from the 60s on were brought up in the belief that education and knowledge are the most important resources for development, advancement and personal realization in life. This education promise was part of a generational and societal contract involving economic prosperity and future perspectives. With the deep economic crisis, especially in southern Europe this educational contract is violated dramatically. In Southern Europe large parts of the younger generation with high education and good qualifications are without a chance and are considered as a ’lost generation’ . This is candalous not only because of the individual destinies but also because of the tremendous waste of Human Capital and motivational energy.
The New Club of Paris pleads that beyond the results to be achieved at the Chancellor’s office in Berlin for immerdiate action, also some fundamental projects need to be started with the aim to identify and implement new rules for establishing a much more innovative social and educational policy in Europe. Der ’New Club of Paris’ (NCP), eine globale, überparteiliche und dem Thema Wissensgesellschaft gewidmete Organisation, fordert die ’Erfindung’ eines neuen Generationenvertrags.
Anlässlich der von der deutschen Bundeskanzlerin einberufenen Konferenz zur Jugendarbeitslosigkeit in Europa am 3. Juli meldet sich dieser internationale ’Denk-Club’, der sich mit seinem Projekt ’Re-Energizing Europe’ seit einem Jahr der Frage der Jugendarbeitslosigkeit in Europa widmet, zu Wort. Fraglos ist das Thema der ’verlorenen Generation’ von unbeschäftigten, z.T. bestausgebildeten Jugendlichen dringlicher denn je zuvor geworden, so dass die jetzt zum 3. Juli nach Berlin einberufene Konferenz zu spät kommt.
Der New Club of Paris vertritt die Auffassung, dass der bisher geltende Generationenvertrag durch das Faktum, dass heute zunehmend mehr ’Alte’ die einkommenslosen Jungen finanzieren müssen, auf den Kopf gestellt ist und deshalb ein neues Abkommen zwischen den Generationen gefunden werden muss.
Die europäischen Generationen der 60er Jahre wuchsen in der Öberzeugung auf, dass Bildung und Wissen die wichtigsten Quellen für Entwicklung, Fortschritt und Lebenserfüllung sind. Dieses Generationenversprechen war Gegenstand eines Gesellschaftsvertrags, der Wohlstand und Zukunftsaussichten zusicherte. Angesichts der tiefgehenden ökonomischen Krise, vor allem in Südeuropa, wurde dieser Vertrag dramatisch gebrochen. In Südeuropa sind groÖe Teile einer jungen Generation mit hoher Bildung und guter Qualifizierung ohne Chance und sind deshalb schon als eine ‘verlorene Generation’ markiert. Das ist nicht nur wegen der persönlichen Schicksale ein Skandal, sondern auch deshalb, weil hier eine ungeheure Verschwendung von Humankapital und motivatorischer Energie betrieben wird.
Der New Club of Paris plädiert dafür, dass neben den als Resultat des Treffens im Berliner Kanzleramt zu erwartenden SofortmaÖnahmen auch grundlegendere Projekte zur Entwicklung neuer Regeln für eine innovativere Sozial- und Berufsbildungspolitik angestoÖen werden. Der New Club of Paris hat dazu ein Diskussionspapier mit dem Vorschlag von sechs Elaborationsprojekten verfasst, das unter www.new-club-of-paris.org/Generation-Paper-of-NCP (DOCX) abgerufen werden kann.
